15 Jul NEW URGENT REGULATIONS ON COVID-19
HO CHI MINH CITY DECIDED TO SUSPEND ENTERPRISES FROM JULY 15, 2021
Attention to the valued Client,
Facing the situation that a lot of F0 cases emerged in Industrial Parks and Free-trade Zone where are having many workers and potential disease outbreak into community, on July 13, 2021 the People’s Committee of Ho Chi Minh City issued Guidance No. 2337/UBND-TH on ceasing to do business in the city, specifically as follows:
1. Manufacturing activities of Enterprises in the city are only allowed to continue when one of the following conditions are satisfied:
- Enterprises ensure both the manufacture and isolation of workers at the place with the motto “Three places“: manufacturing at the place – eatting at the place – restting in the place.
- Enterprises ensure the implementation of the motto “1 road – 2 locations“: there is only one route to drive workers from the manufacture location to the their residence (can choose dormitory, hotels, concentrated accommodation for workers).
2. To suspend the operation of any enterprises that fail to meet the above requirements; the downtime of business begins from 00:00 on July 15, 2021 until further direction.
Accordingly, the aimed enterprises will be factories where big number of workers, this regulations will not be applied to 100% enterprise in all industries in the city
In order to avoid negative impacts on your business, please continue to comply with the instructions under Directive No. 16/CT-TTg, whereby businesses in the essential sectors, banking and finance, business supporting sector, etc… are operated on the basis that the Head of enterprise shall be responsible for ensuring safety and strictly implementing measures to prevent and control the epidemic.
The above guidance also does not mean to force 100% number of enterprises to completely abandon all business activities, including essential matters such as banking, guarding, protecting assets, machines, communication…
In case going out is to meet essential needs for maintaining business activities to the minimum extent, protecting the safety of assets, human resources, etc…enterprises need to prepare a Call-out Order or Confirmation of Employment provided to key employees, so that these employees can coordinate and explain with public authorities for their supporting and understanding.
