Despite the authorities have been trying to limit any impact to enterprises but some companies must suspend operation in coming days due to high risk of infection – base on the Corona virus risk assessment index promulgated together with new decision from the authority.
URGENT MEASURES FOR PREVENTION AND CONTROL OF COVID-19
SELF-ASSESSMENT ON CORONA VIRUS RISK ASSESSMENT INDEX
Condition for enterprises in Ho Chi Minh city may maintain business operation or suspension
On April 06, 2020, The People’s Committee of Ho Chi Minh City issued official letter No. 1249/UBND-VX for the Scoring System for assessment of COVID-19 infection risk of enterprises in Ho Chi Minh City. There are important requested measures as follows:
- All operating enterprises and production establishments, in export processing zones, industrial parks, high-tech parks and in the city have to self-assess according to the Corona virus risk assessment index.
- The enterprises shall submit reports to the Department of Health according to the set of evaluation indicators.
- On the basis of self-assessment of enterprises, the Health Service to examine and review the self-assessment of enterprises for consideration and settlement.
- The Calculation of Infection risk index (IRI) will be the base for final decision that if the enterprise allows maintaining business operation or suspension:
- 10%: Very low risk (the enterprise may maintain business operation);
- Under 30%: Low risk of infection (the enterprise may maintain business operation and shall carry out periodic inspections to lower the highest sub-index);
- From 30% to under 50%: Average risk of infection (the enterprise may maintain operation if no sub-index is 7 or above);
- From 50% to under 50%: High risk of infection (the enterprise must suspend operation until the score is lowered);
- From 80% to 10%: Very high risk of infection (the enterprise must suspend operation).

SCORING SYSTEM FOR ASSESSMENT OF COVID-19 INFECTION RISK AT ENTERPRISES IN HO CHI MINH CIT
I. Sub-indexes (on a scale from 1 to 10):
1. Sub-index 1: Quantity of workers who work at the enterprise:
Under 100 people: 1 point;
100 – 499 people: 2 points;
500 – 999 people: 5 points;
1000 – 4999 people: 7 points;
5000 people and above: 10 points.
2. Sub-index 2: Worker density in workshop (number of workers per m2 of workshop)
– 0,06 person: 1 point (1 person in an area of 16 m2 or larger);
– 0,1 person: 2 points (1 person in an area of 9 m2 to under 16 m2);
– 0,25 person: 6 points (1 person in an area of 4 m2 to under 9 m2);
– 0,4 person: 8 points (1 person in an area of 2,5 m2 to under 4 m2);
– 1 person: 10 points (1 person in an area of 1 m2 to under 2,5 m2).
3. Sub-index 3: Availability of hand sanitizer and disinfectant spray for workers before entering and leaving the workshop
– Available in all workshops: 1 point;
– Not available in certain workshop(s): 10 points.
4. Sub-index 4: Ratio of workers wearing face masks during work
– All workers wear face masks during work: 1 point;
– There are one or some workers who do not wear face masks during work: 10 points.
5. Sub-index 5: Number of workers having body temperature taken before entering the workplace
– All workers having their body temperature taken before entering the workplace: 1 point;
– There are one or some workers who do not have their body temperature taken before entering the workplace: 10 points.
6. Sub-index 6: Distance between workers in dining area:
– More than 2 m: 1 point;
– From 2 m to 1,5 m: 3 points;
– From under 1,5 m to 1 m: 6 points;
– From under 1 m to 0,5 m: 8 points;
– Under 0,5 m: 10 points.
7. Sub-index 7: Quantity of workers using employee shuttles:
– Under 100 people: 1 point;
– 100 – 499 people: 3 points;
– 500 – 999 people: 6 points;
– 1000 – 4999 people: 8 points;
– 5000 people and above: 10 points.
8. Sub-index 8: Quantity of employee shuttle stops (at a distance of at least 3 km from each other)
– 1 stop: 1 point;
– 2 – 3 stops: 3 points;
– 4 – 5 stops: 7 points;
– More than 5 stops: 10 points.
9. Sub-index 9: Percentage of workers being given face masks everyday or adequate washable face masks:
– 100% of workers: 1 point;
– From 80% to under 100% of workers: 2 points;
– From 60% to under 80% of workers: 8 points;
– From 40% to under 60% of workers: 9 points;
– Under 40% of workers: 10 points.
10. Sub-index 10: Availability of night shift (except manufacturers of food, medicines, oil and gas, electricity, running water, fuel and medical supplies serving COVID-19 control):
– Night shift not available: 1 point;
– Night shift available: 10 points.
II. ASSESSMENT
1. Calculation of Infection risk index (IRI):
IRI = (Sub-index 1 + Sub-index 2 + …. + Sub-index 10)/100.
2. If IRI is:
– 10%: Very low risk (the enterprise may maintain business operation);
– Under 30%: Low risk of infection (the enterprise may maintain business operation and shall carry out periodic inspections to lower the highest sub-index);
– From 30% to under 50%: Average risk of infection (the enterprise may maintain operation if no sub-index is 7 or above);
– From 50% to under 50%: High risk of infection (the enterprise must suspend operation until the score is lowered);
– From 80% to 10%: Very high risk of infection (the enterprise must suspend operation).
